Gage, who had served as one of its attorneys.  Despite the absence of the SP, the Employers' Association was nevertheless an organization by and for leading ruling class circles of San Francisco.  It could also be confident in the support of the mayor and city administration, due both to the natural tendency of capitalist government--Democratic or Republican-- to side with big vested interests and because the Democratic Mayor, James D.
